Rube Warren has served as the AFSCME representative on the BART Investment Plans Committee since 2004.

Rube has been working as a planner in the Bay area for over 25 years and at BART since 1990. Rube’s first assignment at BART was managing the community design development process for parking garages at the stations at Walnut Creek (built) and Fruitvale, which was not built as originally proposed however, in response to a community driven planning effort, resulted in the construction of the Fruitvale Transit Village. Rube worked on BART extension planning including the SF Airport Extension, Warm Springs and along Route 4 in Contra Costa County. Rube was the first Principal Planner at BART responsible for Station Area Planning in San Francisco. Rube managed the community planning process at 16th Street & Mission that began in 1995 and has resulted in reconstruction of the two plazas and won a San Francisco Beautiful award in 2003.

Rube has served on the Executive Board of AFSCME Local 3993 since 1999. Outside of BART, Rube is an active supporter of a number of nonprofit groups which focus on environmental issues, sustainability, and care of the needy through the Homo-Eco Fund, a charitable gift trust he established in 2003.
