Elaine M. Kurtz has human resources management experience in federal, state, and local government settings, as well as in the private and not for profit sectors. Her experience in transportation includes ten years as Assistant General Manager for Baltimore’s Mass Transit Administration, as well as her most recent experience with Connex, a private transit provider. As a freshman employee relations specialist at HUD, Elaine brought one of the first performance-based actions before the newly created federal Merit Systems Protection Board, and introduced the new performance-based pay system. Her specialization with the County government of Montgomery County was developing strategies to make the workforce more cost effective. At the MTA in Baltimore she brought structure to the employment and selection process, and created a number of innovative programs to encourage upward mobility for front line staff. At New York’s Legal Aid Society, Elaine repaired decades of damaged relationships between management and its two unions—one of which was an unusual all-lawyer bargaining unit. Elaine has a B. A. degree from Indiana University, and a J. D. from the University of Maryland.
